J GENERAL SMUTS’S FEARS. Received August 3, 10.50 a.m‘. JOHANNESBURG, Aug. 2. General Jan C. Smuts, in a message to the Zionist Conference, expressed misgivings at the Palestine partition, declaring that the Jew and Arab clashes were small in comparison with the international and strategic importance of preserving the British mandate in the Jewish national home.
