GERMAN RECOVERY.
SHORTAGE OF CIVIL SERVANTS. Received August 4, 12.30 p.m. BERLIN, Aug. 3. Forcing civil servants to marry early, the Finance Ministry is introducing a law increasing the salaries of married officials and also extending the grants to large families.
