STARCH WHISKY.

Mr' J. A. Morgan, starch and farina manufacturer, has apph'ed for a whisky distilling license, ottering to pay tbe same duty as is charged on the imported article. Morgan writes to Commissioner of Customs :— " If you cannot grant the license under existing laws will you be good enough to bring the matter under the notice ofthe Government."
