. ; Received July 10,11.55 p.m. ' " Bt. Peteksborg. Yesterday. The Liberals are pleased at the official lengthy reports of the speeches at, the Czar's reception of the reactionary nobles, as clearly unveiling the deputation's aims and tactics, besides the importance of the reform movement.
'The Liberals emphasise that the Czar reiterates his promises, and admits learning lessons from experience. [Replying to a deputation representing the members of the nobility, urging the continuation of the war and organisation on historic lines of an elective Legislative. Assembly, the: Czar remarked that the State would only be strong and solid if it religiously preserved its old traditions. Perhaps God was punishing tb^isountry, he said, for ainning in that reapeot.
