London, Yesterday. ' In the House of Lords a discussion arose out of Mr Balfour's statement cabled on May 12th relating to the defence of India. Lord Roberts declared the army was as unfitted and unprepared for war as in 1899. Ho emphasised ?ho insufficient musketry practice and lack of a sufficient and efficient Reserve.
Lord Lanadowne declared the Defence Committee was determined to maiutaiu auxiliary forces and both branches would be strengthened and made efficient so as to render them fit for any duties.
