Paris.1 Yesterday. In the Chamber of Deputies M. Rouvier presented notes exchanged in a friendly tone, wherein France and Germany agree to uphold, at a conference on Moroccan affairs, French treaties and arrangements; also the Sultan's sovereignly and independence, Morocco's integrity, an open door, expediency of police and financial reforms (introductions whereof are regulated for a short period by means of an international understanding). Missions at Fez will return to Tangier, and France and Germany will advise the Sultan on the Conference programme. The statement was received without enthusiasm. -
