PROPOSAL TO FORM PARTY United Press Association. —By Electric Telegraph—-Copyright. WASHINGTON, Oct. 3. One of the most important resolutions introduced in the A.F.L. (American Federation of Labour) Convention to-day was offered by the steel workers, asking for the formation of a Labour Party, and declaring that neither tho Republicans nor the Democrats could be counted on to further the aims or advance the conditions of labour. One hundred thousand striking miners from the “captive” mines have been ordered to return to work tomorrow by the union leaders. Tho order followed the agreement of the steel corporations owning mines to accept tho union in everything but name.
