Mr Balfour, in a letter to a corre-
spondent, emphasises the danger of the United States ultimately requiring all
home-grown cotton for their own in-
dustry, and adds that mucli ought to bo dons to ex^t,^^d the area of supply withm tho Empire. He doubts whether private-enterprise is sufficient., and recommends supplemeting it by public aid. He and his colleagues were pre- ' pared to give assistance in that direction.
