A PRUSSIAN APPEAL.
LONDON, May 26
A Berlin wireless message states that the Provincial Council of East Prussia has appealed to President Wilson to ac& against the brutal plundering, and requests the President to consent to verbal negotiations with the German delegates at Versailles.
