I have tho honor to acknowledge the receipt of your Circular, of number and date in the margin, and in reply enclose the Return called for. I doubt whether it will be of any value for the purpose intended. There seems good reason for supposing that many securities have been liquidated against which no affidavits of satisfaction have been filed.
