(c) Paying interest at the rate of five per cent, on the moneys advanced by the Minister ; any sums at any time standing at credit of the Stabilisation Account after due provision has been made for the foregoing payments may be utilised by the Council for the purpose of financing the sale of further radio receiving apparatus ; provided that if on any interest due day the arhount at credit in such Stabilisation Account shall exceed the sum of two hundred pounds (£200) the Council will unless otherwise authorised in writing by the Minister pay such excess to credit of the Public Account and will forward the Bank receipt to the Minister of Public Works ; any such payment may if so agreed upon be credited in reduction of the loan of £1,000 ; provided further that on the determination of this Agreement the Council shall pay to credit of the Public Account as aforesaid the whole of the moneys then standing to credit of the Stabilisation Account: 12. The Council shall institute and keep to the satisfaction of the Minister a proper system of accounts in respect of the Stabilisation Account and such accounts shall be open to inspection at any time bv any officer of the Public Works Department authorised in writing by the Minister to inspect the same. 13. The- Council will sell radio receiving apparatus to workmen on the following terms and conditions :— (a) The workman shall execute a hire-purchase agreement in the form hereto annexed with such modifications if any as may from time to time be agreed upon between the Council and the Minister. (b) The workman shall execute an order on his wages in the form hereto annexed in favour of the Council. (c) The workman shall pay a deposit of one-third of the selling price of the radio receiving apparatus ascertained in accordance with this Agreement. (d) The workman shall pay separately any freight or other charges payable in respect of the transportation of radio receiving apparatus from the nearest agent therefor to the workman's residence at the Public Works Camp. 14. The Council shall not be required to insure radio receiving apparatus in transit or against loss or destruction and any losses on this account shall be paid out of the Stabilisation Account. 15. This Agreement shall enure for a term of three years or until such time as there shall have been no applications for the purchase of radio receiving apparatus from workmen employed by the Minister for a period of two months whichever is the earlier.
