I The House met at 2.80. Mr Ell presented a petition in favor of I converting the Bank of New Zealand into a State Bank. Fifty-three bills were introduced and read a first time. ' [ The motion for the setting up of the usual sessional committees provoked a lengthy discussion, in which several members objected to the constitution of some of tho committees. The discussion was interrupted by the 5.30 adjournment. Mr Seddon gave notice to move that Mr Miller be appointed Chairman of Committees.

In the House at 7.30 p.m. the dobate on tho Address-in-Beply was opened by Mr Ruthorford, who generally endorsed the ! policy of the Government and tho measures outlined in tho Governor’s speech. Mr Major followed in a similar strain. Air Massey adversely criticised much of tho policy and administration of the Government.

Mr Hogg strongly condemned the freehold tepure. ■ The debate was adjourned, and tho House rose at 10,30.
