LEGISLATIVE COUNCIL. Per Press Association. WELLINGTON, last night. Tho Council mot at 2.80. The Law Consolidation Bill passed through Committee. HOUSE OF REPRESENTATIVES. The House met at 2.30. Tho Soa Fisheries Bill, Water Power Bill, and Coastwise Trade Bill passed the final stages. Tho Bouse mot at 7.30. Tho Hutt Road Bill was read a second time.

Mr Seddon moved the second reading of tho Local Bodies Loans Amendment Bill, which reduces tho curroncy of loans to local bodies from 41 to 32 years, and increases the rate of interest from 8£ to 4 per cent.

After lengthy debate the second reading was agreed to on tho voices.
