M. Stolypin, in tlio Duma, out-

lined the agrarian policy of tlie Government. It was jiroposed to purchase any estates' offered which, with the Crown and State lands, would form reserves, from which the peasants might acquire land through the Stato Bank at reduced rates, tlio difference being charged upon the taxpayer. The Government opposed a policy of compulsory purchase. Tho poasant members of tho Duma and tho Constitutional Democrat members loft dissatisfied with M. Stolypin’s scheme, It is feared tho situation will lead to a dissolution. Critics declare M. Stolypin’s refusal to admit compulsory purcliaso will defeat its own plan, as the landlords refuse to sell except at prohibitive prices.
