LONDON, August 12. The steamer Kirkwall collided with the barque Tasmania. The former sank. Her crew wore saved. The Tasmania returned to Gravesend for repairs. Many colonial and other Bishops visited Lindisfaren, a small island off the coast of Newfoundland, where the Archbishop of Melbourne preached among the ruins of ancient- churches. The Dutch armored cruisers Holland and Utrecht are preparing for foreign service. The cruiser Gclderland is already cruising in the Caribbean Sea. The Palgave, from Newcastle, has been totally wrecked at Languadevica, Chili. Tho crew aro believed to be saved. PARIS, August 12. Drastic regulations aro being made in France against the adulteration of beer, wines, liqueurs, and fruit juices. No engine may be sold as such except from Charente, and no champagne so named except from the Champagne, region. No sparkling wines will be allowed where the effervescence is not duo to alcoholic fermentation. VIENNA, August 12. The Emperor Francis Joseph and King Edward met at Ischl, and received enthusiastic ovations from crowds of people.
