THE BISHOP OF LONDON. WILLING TO INTRODUCE ANOTHER BILL. (Received Nov. 29, 8 p.m.) LONDON, Nov. 28. Dr. Ingram, Bishop of London, states that lie i-s certainly willing, if the Government will permit, to introduce a new Licensing Bill embodying the temperance proposals of the last Bill.

Lord Loreburn, Lord High Chancellor, admitting that the Government Bill was dead, declared it a victory of the trade over the community, of wrong over right. Nevertheless,, ho said, the . time lias come when the State will resume the power to review licenses unfettered by any vested interests. -
LORDS REJECT THE BILL
A HUGE MAJORITY

LONDON, Nov. 28
The Licensing Bill was rejected in the House of Lords by 272 to 96. The majority was exclusively Unionist. Tire minority included “the two Archbishops, eleven Bishops, Lord Balfour of Burleigh, the Earl of Carlisle, Earl De La Warr, Viscounts Esher and Falmouth, the Earl of Lytton, Viscounts Cobham and Milner, Lord-Rit-chj£, and nine other Unionists.

Mr. Asquith, replying to the Primate, invited him to make a statement of his objections to the Education Bill, with any countci-proposals regaining the conditions of transfer of schools and the terms of contracting out.
