Some 1 circles describe the publication of the Sclilieffen incident as an an ill-advised attempt to court. the military party and assert the Kaiser s authority against Prince Bulow’s. [A sensation Was recently caused in Berlin by the German newspapers, announcing that the Kaiser entertained a number of generals at dinner, and read to them .an article in the “Deutsche Revue” on “War in the Present Day,” expressing his approval of it. The Kaiser attributed the article to Count Sclilieffen, former Chief of the General Staff. It-was afterwards stated that the Kaisei only referred to the military portion of the article and not the political .J
