JAPANESE POLICY.
STATEMENT BY COUNT KOMURA
A PACIFIC UTTERANCE. United Press Association, Copyright TOKIO, Feb. 5. Count Koni'nra, speaking in the Diet, insisted on Japan’s good relations with all the Powers. The alliance with Great Britain stood on an enduring foundation. Japan was relying on the sense of justice of Americans regarding anti-Japanese legislation. The Japanese should concentrate in the Far East. The Government were enforcing the restriction of emigration to tho United States. Count Konnira announced that Japan would notify the Powers in 1910 of the termination of all existing commercial treaties, giving a year’s notice, with tlie view of negotiating new treaties on the basis of reciprocity.
