The South African scheme is based on the Calcutta and Simla precedent, and includes the adoption of the Indian capital office principle in Capetown while the Federal Parliament is in session. [The allusion is to the practice prevailing in India of the Viceroy with the administratee functionaries going to Simla during the hot season. The ’latter city thus becomes a sort of ad- --\ ministrativc capital, somewhat the same as Pretoria is to be under the South African compromise.]
