A NEW MINISTRY. VEILED ' COMPULSION. United Press Association. Copyright (Received Feb. 15, 10.22 p.m.) CONSTANTINOPLE, Feb. 15. Hilmi Pasha, Minister of the Interior in Iviamil’s Cabinet/has formed a Ministry, including Ali Kiza, Minister of War, whose removal caused the crisis. Kifaat, present Ambassador at London, has been appointed Minister of Foreign Affairs. Kiamil’s Ministers of Public Works, Commerce, and Justice will remain. LONDON, Feb. 15. Reuter’s correspondent states that popular demonstrations of confidence in Kiamil were restrained with difficulty, though Kiamil declines ovations in the interest of public order. The public views with much concern the interference, of an irresponsible body like the Committee. The “Times” Constantinople correspondent says that many members voted against their convictions in obedience to veiled compulsion. The Young Turks issued a special manifesto, insisting on their Anglo-philo. policy, declaring this to be in conformity with the desires of the Ottoman Nationals.
