THE HOUSE OF LORDS’ VETO. HOSTILE AMENDMENT REJECTED BY COMMONS. United Press Association. Coryrighi (Received Feb. 23, 11.30 p.m.) LONDON, Feb. 23. In the House of Commons, Mr. C. G. Hay’s Bill to prohibit hop substitutes in brewing and the importation of hops, except in properly marked bags, has been read a first tirpe. Mr. A. W. H. Ponsonby’s tamendment to the Address-in-Reply in favor of introducing a Bill dealing with the question of the House of Loras veto this session was negatived by 225 to 47. Mr. Asquith described the amendment as equivalent to a censure. He urged that the pledges given for the. session, including the financial proposals, must be honored. The contemplated change involved a dissolution. The issue would bo submitted to the country at the earliest opportunity, consistent with the discharge of the Government’s obligation regarding social reform. Mr. Balfour declared that the Government was brave in nothing but words, being conscious that the country was not behind them. The minority consisted of Liberals, Nationalists, and Lahorites.
