TEHERAN, April 23
Owing to the breaking of the armistice and neglect to- supply food, Russia is sending troops and food by forced marches to Tabriz.
The Russian Consul says that the Royalists at Tabriz havo not received the Shah’s order to allow provisions to enter for the starving populace clamoring at the British and Russian Consulates. -
