CAPETOWN, May 12
The South African Convention has come to a unanimous agreement, and the Constitution has been signed. Proportional representation was dropped except in the election of the Senate and the Executive Committees of the Provincial Councils. Tho change means a heavy loss of seats in Parliament to the Cape Progressives and the Orangia Contitutionalists. The salaries of members of Parliament have been raised to £4OO. The Natal delegates secured the reservation for the Royal assent of Bills affecting the Provincial Council.
