CHINA AND JAPAN.
A SERIOUS DIFFICULTY. DISPUTE OVER A RAILWAY. United Press Association— Copyright. (Received August 8, 5.5 p.m.) PEKIN, August 7. A .serious difficulty has arisen between China and Japan. The latter is proceeding to widen and re-lay the Mukden—Antung railway, without Chinese co-operation. The line was originally laid for war purposes. China agreed to reconstruction, but Chinese procrastination and obstructions forced Japan to take independent action. The Japanese War Office asserts it is prepared for every eventuality. Dr. Morrison, correspondent of the London “Times,” states that Chinese opposition is due to Japan taking the land whereon the railway is laid without compensating the owners.
