I The Trade Union Congress has opened at Ipswich, 495 delegates, representing 1,701,000 unionists, being present. Mr. D. J. . Shackleton (Labor member of the House of Commons for the Clitheroe Division of Lancashire) presiding. He declared that the Budget is • the greatest finaniial reform of modern times. The care of the aged, the feeding of necessitious children, and the humaner treatment of unemployed, he declared, make an everincreasing demand on the public purse, and the Budget afforded an opportuniy of finding the necessary money without unduly taxing the people.
