Sir Joseph Ward, asked regarding the San Francisco mail service, said that it was impossible, as only American boats were permitted to carry cargo between San Francisco and Honolulu, and an American subsidy of £7O- - would be required, which the American Senate had refused. Spreckles had run the service at a loss. At present there seemed no hope of its renewal. The only alternative was a Vancouver service. He proposed to subsidise a fast steamer connecting the Vancouver steamer at Fiji.
