A BENGALI MANIFESTO
Unitbd Press Association-Copyright LONDON, Dec. 13. The Bengali leaders, in a manifesto, declare that .the Council’s new regulations are .a striking contrast to the spirit of Lord Morley’s speeches. They state that special electorates will create class distinction and nullify- the influence of the educated portion of the community. ,
