The “Daily News,” referring to Dr. Jvohrbacli’s criticism, remarks: “The curtailment of that programme which expires in 1917 will be difficult for Germany to propose to alter, with so much heated national debate.” The “News” adds: ‘lt is as well to face the facts and acknowledge that there Is a most hopeful prospect at present, not of curtailing the programme, but of reaching some understanding regarding naval expenditure when the ■programme is fulfilled. Meanwhile the x "greatest obstacle is found, not in the •Governments, but in the scare-mongers •of both countries.” [Dr. Kohrbach started a rumor that •an understanding had been Teached with Britain to slacken the development of the navy.]
