Uniticd Puess Association— Copyiugiit. '(Received January 24, 9.40 p.m.) PARIS, Jan. 24. The Seine is 12 feet above the normal level, and continues to rise. Snow and heavy rains have fallen. The 'Parisians are alarmed at the flooding 'of the underground railways. Three 'lines have ceased running owing to submerged sections. There is also danger that the river will reach the level of the sewers. The bear-pit at the Zoological Gardens is flooded. A!any streets leading to tlie Seine are submerged. Parliament is asked to vote £BO,OOO sterling for the relief of the victims. The Rhone has risen 18 feet, and disasters are reported in provincial districts.
