CROWDS FRANTIC WITH JOY. KAISER TELEPHONES THE NEWS. (Received August T. 1.10 a.m.'i AMSTERDAM. August U. The Kaiser telephoned the news of the fall of Warsaw to the Kaiserin, who ordere General von I\esse]l, Commander in Berlin, to despatch cyclists throughout the capital. A hundred cyclists dashed through the streets yelling Die news and civilians kissed policemen and crowds sang Die “National Anthem.” The schools were closed. The Bavarian population is almost demented with joy and the Churches are everywhere crowded with thanksgivings.
