MANGAPAPA TOWN BOARD

FORTNIGHTLY MEETING,

The fortnightly meeting of the Mangapapa Town Board was held laso night. There were present—Messrs W. J. McCliskie (chairman), J. Walsh, C. Alatthews, W. Hay and E. Grundy, and the Clerk (Mr H. E. Hill). The National Bank of Now Zealand forwarded a form for the sanction of an overdraft. The overdraft was fixed at £l6oo.—Received and attended to. ' Atessrs Blair and Sainsbury, the Board’s solicitors, wrote referring to the draft proposal to purchase land from Mr Bruce for the construction of a bridge over Manga-papa creek. Mention was made of an alteration in the draft, -whereby the purchase of the land, which, was optional, was made compulsory. A loan for the purchase of the and was now under consideration, though the possibility of the refusal -of the loan was remote the Board could afford to take no chances. If the loan was refused under the altered draft, the Board would have to purchase the land out of the revenue or obtain a private purchaser for the land. —The Board decided not to sanction the alteration and referred tlie draft back to their solicitor for an explanation. A letter from Mr C. Taylor stall'd that the writer had been rated. >or three section off the Valley Road. Only one of these sections belonged to him.—-Received.

The Gisborne Gas Company wrote giving notice that, they intended to take up the portions or road necessary to the laying of a gas service to Air Calcott’s on the Valley Road.—Received. The balance sheet, which was received from the Auditor-General, showed that the ordinarv receipts for

the period ended March .‘ll, 11)1.0, totalled £1.070 9s 7d, whilst the ordinary expenditure had amounted to £l.Bll Os Id : the debit balance on the year’s

The Auditor-General intimated that he had examined, a'nd found the accounts correct., except that the overdraft from the Bank is without authority of law. The motor by-laws, wore discussed. The Government laws required that sign-posts limiting the rate of speed for motor cars should he placed on dangerous points. The Board decided to place two signs, at oiliier end of the town district on Ormond Road, limiting the rate of speed of lg'otor vehicles to 15 miles. Three signs were also decided upon limiting the rate at dangerous spots to five miles per hour. The poiuis selected for these signs were: (1) On the corner of Hospital Hospital; (2,1 <>n the corner of Massey Road and ALangapapa Road; and (3) on the corner of Oswald Street and Alangapapa Road. Mr Grundy proposed that owners of septic tanks, subject to the approval of the Health Inspector, should he exempt from sanitary fees. Mr Alatthews seconded the proposal, which was passed. The Clerk reported that rates were coming in well, over £ 1.80 having been subscribed since the last meeting. The Chairman suggested that as a token of the thanks of the Board to the Clerk for the extra work lie had done during the past year, lie should be voted a bonus of £lO. and his salary for the ensuing year be iacreased by £2O. —.Mr Alatthews seconded the proposal, which was carried.—Air Hill returned thanks suitably. Air Grierson, the Board’s foreman, was also recommended for an increase in salary, by the amount of Is per day. The Chairman said that ho given every satisfaction and he was prepared to support a motion to that effect. Mr Alatthews proposed that the foreman’s salary be raised by Is per day. Air Grundy seconded and he proposal was carried. It was decided to apply to the Gisborne Borough Council for the Board’s percentage ol the license fees for ve t hides collected during last year. The Clerk was instructed to obtain estimates for the plans of the Mangapapa district. On the question of the supply of a rubbish depot for the residents of Alangapapa, the chairman mentioned that at present there wore no facilities for getting rid of rubbish, such as old tins, etc..'which was already constituting a nuisance. It was decided to confer with the present remover of night-soil in the matter. ■ Accounts were passed for payment to the amount of £55 10s od.
