, DISCUSSION BY COUNTY s COUNCIL. 5 PROTEST FROM MANAWATU. - Some discussion on the disposal of fines paid for breaches of regulations 1 under the Public Works Amendment J Act, 1924, and the Motor Vehicles Act ’ of the same year took place at the ! monthly meeting yesterday of the ‘ Manawatu County Council consequent on the reading of a letter from the clerk of the Feilding Magistrate’s Court. It was stated by the writer that fines for breaches of the regulations under the Public Works Amendment Act were paid into the Consolidated Fund, while fines under the Motor Vehicles 1 Act were, by virtue of the provisions of the Acts Interpretation Act, 1924, payable to local bodies in cases where an officer of such bodies laid the information. Turning to thei motor lorry regulations of 1925, the writer found that fines for breaches of the following ’ sections were to be paid into the Consolidated Fund : Tyres, • speed, classification of roads, use of classified roads, ■ general traffic rales (four to seven inclusive) and heavy traffic licenses (in- ' spectors and particulars to be furnished) . Those fines payable to local bodies were for breacnes of the following sections: Maximum weight and ldpd, height and width of load, general traffic rules (one to three) and indicator discs. Explaining the position, the clerk (Mr A. K. Drew) stated that the council really got very little from the fines. The chairman (Cr Barber) thereupon moved that the council enter an emphatic protest against fines imposed for breaches of the motor lorry regulations, as a result of action being taken by local body officers, being paid into the Consolidated Fund. Cr Boyce: If the Government is going ,to get the major portion of the fines, they should supply the inspectors. The motion was then put to the meeting and carried.
