COLOSSAL PLAN

FOR POWER AND SEAWAY. ELECTRICITY FOR AAIERICA. TORONTO, Dec. 2. Developments of the St. Lawrence river for power as a seaway is a project recommended by the Canadian and American Governments’ joint engineering commission of the two nations in a report published to-night. The commission urges harnessing of tho St. Lawrence for the development of 2,500,000 electrical horse-po .ver and the opening up of the river to permit the commerce of the world to travel direct to the head of the Great Lakes. The cost of the scheme is estimated at 500,000,000 dollars, and it will take eight years to complete the work. Although draining the Great Lakes of North America, the St. Lawrence river, a part of which separates Canada from the United States, is not navigable for large craft above Alontreal. Above this city a succession of rapids bars progress, but many canals containing locks give access to fairsized craft Evidently it is proposed to widen and deepen tho river between Montreal and Lake Ontario, thus enabling ocean liners to visit cities like Toronto, Buffalo, Cleveland, Detroit and Chicago, and utilising the new stream for vast power projects.
