QUESTION OF RELATIONS. SUSPENDED CONVERSATIONS. PROSPECT OF RESUMPTION. (United Press Association.—By Electric 'Telegraph.—Copyright.) (British Official Wireless.) Received September 10, 10 a.m. RUGBY, Sept. 9. It is understood that M. Litvinoff’s recent statement in Moscow on the question of the resumption of relations between Britain and Russia is regarded in official quarters here a? holding out a prospect that a way may shortly be found for resuming the conversations which were suspended on the departure from London of M. Dovgalovsky, who was deputed by the Soviet Government as its special envoy to discuss this question. The matter is at present being considered by the British Government.
