The board is not P r ®P a^ e sanction as an alternative loan the amount of £39,000 required for tne that wta two issues are involved differing in technical details the council should decide which scheme should be adopted bmm® taking the poll, as it is unreasonable to expect the ratepayers to make a decision on technical considerations if tne council itself is not able to come to a definite decision on these points, lne reports received by the board indicate that the artesian supply should be recommended to the ratepayers. In tne event of the artesian scheme being rejected by the ratepayers, the boards dcision of September 11 will not operate as a bar to your council in again approaching the Loans Board in connection with the gravitation scheme. The following extract from a report received by the Loans Board is referred for the consideration of your council ‘A considerable portion of the catchment area is privately-owned land, denuded of bush, and it is understood that this portion is the chief offender as regards the production of silt. It is advisable that this privately-owned land should be under the control of the council and should be planted. Possibility of pollution and silting up of the reservoir would thus be reduced.’ ”

At tho meeting of the Palmerston North Borough Council last evening Cr. Mansford asked what progress had been made in connection with. the sanctioning of the waterworks loan groposal by the Local Bodies Loan card. The Mayor stated that up till that time nothing had been done, and the matter was most dilatory. Cr. Mansford pointed out the delay which was being occasioned, and the Mayor agreed with his remarks. “I would not like to suggest that the Government is responsible for the Loans Board not meeting,” commented Cr. Mansford, “but it looks uncommonly like it.”
