LIVELY DISCUSSION AT GENEVA
(United Press Association—By Electric Telegraph—Copyright.) Received December 13, 1.50 p.m. GENEA 7 A, Dec. 12. A committee of nineteen had a lively discussion on Manchuria. The Free State and other small Powei-s wanted to take a strong lino of action, but Britain and France counselled moderation. A drafting committee including Sir John Simon, Signor Massigli, Dr Bones and Mr Connolly, was appointed to submit a resolution on AYcdnesday. The committee is likely to accept Sir John Simon’s proposal to reaffirm the special Assembly’s resolution of March 11. SINO-RUSSIAN RELATIONS. Following a meeting between Dr Yen and M. Litvinoff, it was announced that the Soviet and China had resumed relations which were severed in 1929 over the Chinese Eastern Railway.
M. Litvinoff stated that tho present Far Eastern troubles had largely originated from the fact that none of the Pacific States had been maintaining diplomatic relations.
The resolution of March 11 laid it down that tho Assembly recognises that the Covenant can be applied to the dispute; that it is contrary to the spirit of the League and the Covenant to find a solution by military pressure. One clause dealt with previous resolutions of the Council and principles which were laid down, including the withdrawal of the Japanese forces. Another provided for the establishment of a commission, including tho President of the Assembly, M. Hymans, and all tho members of the Council, except Japan, China and six from the Assembly, to be elected by ballot. Its general purpose was to supervise and promote tho peace negotiations.
