DISCUSSION BY. BOROUGH

COUNCIL

The question of watering gardens was? discussed by the Borough Council last yvening.

The Mayor, referring to the questioiisaid that the Town Clerk was preparing a circular to be sent to residents,, drawing attention to the Borough Bylaws on the subject, and stating the' hours during which gardens may be watered.

Cr Spriggens thought the circular would have about as much effect as water on a duck's back. The hours were^ not respected by the people and the Council should send a man round to catch offenders. He thought that waterwas going to be scarce this year. At present the Fire Brigade men were" practising on Cook's Gardens and .between 6 and 8 p.m.'the pressure would' be about 201b, after 8 it would rise to 80 and after 9to 1201bs. On St. John'sHill, the residents, now that the metershad bean taken off, were using the water from morning till night. Something stringent should be done to stop; the wilful waste. ;

Cr Liffiton also considered it was very wrong of the psople to waste the water. The Council had made a very liberal" offer. The suburbs were coming intothe borough and would be supplied withwater, and the original idea for which" the ratepayers / cheerfiilly voted the. loan, would be gone. Unless the gardens sr.ot water the plants would/ die. Cr Poynter moved that the hoiirs during which watering may be done her two in thes mornirior and two in theevening.- '

;Cr. Spriggens suggested that thehours be 6 to 8 in the morning and oto 7 in'ptlie'evening. The Mayor then moved that the' hours be fixed as above and. that ascont b? employed to detect offenders. Cr Carson moved that it be added tor vhe motion that all offenders be prosecuted, without bavins; their names submitted to the Council.
