CHAPTER 16—PRESENT STATUS OF 1.C.A.0. STANDARDS AND RECOMMENDED PRACTICES 210. Our terms of reference do not call for a comprehensive examination of 1.C.A.0. proposals for Standards and Recommended Practices and their application in New Zealand. Indeed, such an examination would not be practicable, since there are no less than thirteen sets of Standards in varying stages of development dealing with technical subjects, and one dealing with economic matters. These contain many thousands of provisions which have been the subject of much detailed work in 1.C.A.0. conferences and national administration since the Chicago Conference in December, 1944, and are still far from settled. 211. Nevertheless, we think it useful to review the status of 1.C.A.0. Standards and Recommended Practices as established by the Convention and in relation to their present stage of development, as a guide to their interpretation in New Zealand.
